Did you know that one in every hundred U.S. citizens is now confined to jail and prisons. And out of which almost 80% are in there for substance abuse, 50% of which are clinically addicted. You will be surprised to know that more than half of the individuals arrested for most crimes in America have been tested positive for illicit drugs upon their arrest. These people have committed a variety of crimes, from petty thefts to gruesome murders.
If that was not it, about 80% of drug abusers commit a new drug driven crime upon their release from prison. Most of them, leaving aside only a small fraction, return to drug abuse once they are out of the prison. Unless regularly supervised and administered by a judge, a large amount of addicted offenders drop out of rehabilitation treatment before the end of their course. Such offenders even go to the lengths of violating their parole and changing states to escape the jurisdiction.
